Regional leaders are the pillars of the Global Parliamentary Platform. The below parliamentarians were carefully selected for their engagement to end HIV/AIDS, their fight against stigma and discrimination, their vocal advocacy for LGBTQI rights and human rights and their passion to contribute to lasting change in the parliamentary landscape. Not only are they spokespersons for our united cause, but they are dedicated to share their experiences, learnings and knowledge with fellow parliamentarians. These leaders have built up All-Party Parliamentary Groups on HIV and AIDS in their countries or have created excellent networks to lobby in parliaments and are excited to share this knowledge with the Global Parliamentary Platform on HIV and AIDS.

Dr Christopher Kalila
Zambia
Honorable Dr. Christopher Kalila is a medical doctor who transitioned into politics in 2008. Since then, he has served in various parliamentary roles, including ministerial, deputy ministerial, and committee chair positions. Currently, he is the Health Committee Chair for the Parliament of Zambia, the National TB Caucus Chair, and the Anglophone Regional Co-Chair for the Global TB Caucus, reflecting his strong commitment to health advocacy, particularly in the fight against tuberculosis. Recently, he was elected Chairperson of the Commonwealth Parliamentary Association.
Fortune Daniel Molokele
Zimbabwe
Honorable Fortune Daniel Molokele is a Member of Parliament and a human rights lawyer. He holds an LLB Honours degree from the University of Zimbabwe, an LLM in Fundamental Rights Litigation from the University of South Africa, and an MBA from the African Leadership University in Kigali, Rwanda. He is currently pursuing a PhD in Leadership Studies at the International Leadership University in Nairobi. Molokele has worked with numerous NGOs in Zimbabwe and South Africa, including the National Constitutional Assembly (NCA), Transparency International Zimbabwe (TIZ), Medecins Sans Frontieres (MSF), AIDS Accountability International (AAI), and others. In July 2018, he was elected Member of Parliament for Whange Central. He currently serves as Secretary for the Parliament of Zimbabwe Caucus on Disability Affairs, Co-Chairperson of the Pan African Parliamentary Taskforce on Domestic Resources Mobilization for Health, and Chairperson for the Parliament of Zimbabwe Caucus on Tuberculosis.

India
Honorable Fauzia Tahseen Khan is an Indian politician of the Nationalist Congress Party. She is a member of the Rajya Sabha, the upper house of Indian Parliament from Maharashtra. She is the National president of Nationalist Mahila Congress (NCP's Women's wing) an Ex-Minister of State of Government of Maharashtra in India. She was two time M.L.C. i.e. member of Legislative Council. the upper house of Maharashtra Legislature. Convent-educated Khan is the first Muslim woman in the state who has served as minister in the Maharashtra government. She was minister of state (junior minister) with portfolios for School Education, Women & Child Development, Cultural Affairs, General Administration, Information & Public Relations, Minorities Development (including Aukaf), and Protocol.
Jiho Cha
South Korea
Honorable Jiho Cha, M.D. Ph.D., a Member of Parliament (Congressman) in the National Assembly of the Republic of Korea serving on the Committee on Foreign Affairs and Unification is a physician, global health scholar, and field humanitarian. After completing clinical training in 2005, he has worked for North Korean and other marginalized populations around the world (North Korea, Papua New Guinea, Pakistan, Indonesia, China, Afghanistan, Ukraine, Bangladesh, Nigeria, Libya etc.) through non-governmental (MSF, Human Rights Watch), governmental (South Korean Ministry of Unification), international organizations (WHO, IOM), and academia (Univ. of Manchester, Johns Hopkins Univ. and KAIST). His research interests lie in global response to future crises specifically related to complex humanitarian crises, climate change and human mobility, and AI for humanitarian system. He was also affiliated with Feinstein International Center, Tufts University, and Center for Humanitarian Health, Johns Hopkins University.
Kelvin Yii Lee Wuen
Malaysia
Honorable Kelvin Yii Lee Wuen is a Malaysian politician, physician, and member of the Democratic Action Party (DAP). He serves as Special Advisor to the Minister of Health Zaliha Mustafa, MP for Bandar Kuching, and Chair of the Health, Science, and Innovation Select Committee. Additionally, he holds roles within DAPSY, PH Youth Wing, and as a special assistant to Chong Chieng Jen. Kelvin Yii holds an MD from Volgograd State Medical University and an LLB from the University of London; he's completing his LLM Masters in Medical Law. He's led humanitarian missions across Asia, and directed the Malaysian Medical Fellowship. He's deeply committed to initiatives for vulnerable groups, showcasing his dedication to social impact.

Susel Paredes Piqué
Peru
Honorable Susel Paredes is the first openly lesbian woman in Peruvian political history and received the highest vote count in the 2021 parliamentary elections. A lawyer from the National University of San Marcos, compliance officer, actress, and human rights activist, she is committed to creating a fairer and more equal society. In Congress, Susel introduced key legislation, including the Equal Marriage Bill (2021, reintroduced in 2023), a Hate Crimes Bill (2023), a Gender Identity Bill (2022), and a ban on conversion therapy (2023). In October 2024, she helped pass a law ensuring public health insurance for migrants with HIV or TB, regardless of residency status.
Esteban Paulón
Argentina
Honourable Esteban Paulón, Deputy National of Argentina for the Socialist Party, from the Province of Santa Fe. Vice President of the "Women's, Gender and Diversity" commission from Deputys Chamber of the Nation. Coordinator of Progressive Alliance of the Americas. He served as the Executive Director of the institute for LGBT Public Policies, where he implemented the HRC "Equidad AR" initiative, a global labor equity index involving over 80 companies and organizations in Argentina to promote a workplace free from stigma and discrimination. He was an independent consultant for the Organization of the United Nations to promote transgender rights and the HIV response in the southern cone of America. He was an integrator of the redactor team for the Equal Marriage Law (2010) and the Identity of Gender Law (2012). Former President of the "Argentine LGBT Federation" and currently Secretary of the Latin Gay Network. As a policymaker for the LGBT community, he was part of the political advocacy process to the New integral response to HIV Law in Argentina (2022), as part of the team of Monica Fein, National Deputy of Argentina, President of "Health" commision of the Chamber of Deputies. He is currently working on drafting a national Law that prohibits the sexual orientation and gender identity and expression change efforts (SOGIECE), and another initiative that regulates the surrogacy procedure within the framework of Argentine legislation.

Cameroon
Honorable Njume Peter Ambang is a sitting member of the National Assembly of Cameroon since 2013. He is the founder and executive president of the parliamentary network on the amelioration of the implementation of sustainable development goals in Cameroon. He is the founder and coordinator of the parliamentary caucus on domestic fund mobilization for the amelioration of health in Cameroon. He is also the vice president of the coalition of parliamentarians for ending malaria in Africa (COPEMA). He is a member of UNITE and a strong partner of ISA on the domestic resource mobilization in Cameroon on the fight against malaria. He has participated in several national and international meetings on the elimination of malaria, tuberculosis, HIV and AIDs. He has been engaged in extensive health campaigns in his constituency: free malaria testing and treatment for children from 0 to 5 years and pregnant women.
Juliette Paula Zingan

Honorable Juliette Paule Zingan, she was elected to the 13th Legislature in 2017, where she contributed to several parliamentary committees, including Sustainable Development, Health/Population/Social Affairs/National Solidarity, and served as Secretary of the Energy and Mineral Resources Committee. She was also Administrative Secretary of the Collective of Women Parliamentarians and actively engaged in multiple parliamentary networks as a volunteer. In 2022, Juliette was appointed High Counsellor for Local Authorities (HCCT) by the President of Senegal. As part of this role, she serves as Secretary of the 6th Commission, focusing on Urban Planning, Housing, Living Environment, and Territorial Equity. Recognized for her commitment to public health, she was named a Global Fund Champion in 2018 for her leadership in advocating against the three pandemics (HIV, TB, and malaria). She is now 1st Vice President of the African Task Force on Domestic Resource Mobilisation, advancing improved management of pandemics and strengthening public health systems across the continent.

Adrian Belîi
Moldova
Honorable Adrian Belîi is a prominent figure in the Republic of Moldova, contributing significantly to both the medical field and public service. Since July 2021, he has served as Deputy in the Parliament of the Republic of Moldova, representing the PAS Fraction. In this role, he has assumed the position of Vice-chair of the Parliamentary Commission for Social Affairs, Health, and Family. Prior to his parliamentary duties, from 2016 to 2021, Dr. Belîi held the position of Head of the Department of Anaesthesia and Intensive Care at the Institute of Emergency Medicine in Chisinau, Republic of Moldova. His commitment to education is evident through his role as a full-time University Professor since April 2015, chairing the Department of Anesthesiology and Intensive Care at the State Medical and Pharmaceutical University "Nicolae Testemiţanu." Adrian Belîi's multifaceted career is a testament to his commitment to the advancement of medical science, education, and public service in the Republic of Moldova.
